The Sacramento County Taxpayers League is now in its 44th
year of service to the taxpayers of Sacramento County, and the League
continues to be the "voice of the taxpayer", thanks to the outstanding
support of its Members.
The League researches tax issues, utility
rates, bond measures, and monitors handling of County and its Cities'
Budgets and expenditures. Passage of Propositions 62 and 218 guarantee
taxpayers the right to vote on property and other related taxes.
Our use of these laws over the past 5 years has saved County residents
many millions of dollars. In1998 we led in the defeat of the County's
¼ cent sales tax increase by 68.1% of the vote, saving County Taxpayers
over $150 million in sales taxes during the past 5 years. In 1999
we stopped the City of Sacramento's illegal transfer of $10 million
of its utility fees to its general fund, and convinced the County
to end a $5 million transfer of money, paid at waste transfer sites,
to the County's General Fund. In October 2001 we successfully challenged
a proposed $2.40 monthly garbage rate increase, saving $5 million
per year, and offset further rate increases for 3 years.
In 2002, we won our lawsuit challenging
the County's violation of Prop.62, wherein they illegally passed
a Utility Tax in 1991, and an increase in the Transient Occupancy
Tax in 1994, paid by visitors to our hotels, without voter approval.
We put Measure T on the 2002 November ballot, to reduce the City's
7.5% Utility User Tax (UUT) to 2.5% over a 5 year period, and to
extend the City's UUT rebate program to EVERY household and person
in the City of Sacramento whose yearly income is $25,000 or less.
Although Measure T was defeated, we won half the battle! To blunt
Measure T's rebate appeal, the City passed a Resolution, virtually
identical to our rebate proposal, 13 days before the election. As
a result, about 47,000 low-income taxpayers in the City are now
eligible to recover over $2.5 million a year in utility taxes they
paid in 2003. This would not have happened without Measure T.
In 2006 we were part of the coalition
that defeated the SMUD annexation of PG&E customers in Yolo
County and the city and county's attempt to raise the sales tax
for a new Kings' arena.

to increase our strength. Please

assure taxpayers in the County of Sacramento and its Cities have
an organization to protect them from monetary abuse fostered by
some of our elected officials.
